The texture pack can now be enabled normally from the in-game menu, and is automatically enabled for the High or Extreme graphics presets. There's just one problem--now Steam wants to maintain both the Japanese *and* NA versions of the HD pack on my hard drive, because both are now registered to my account, taking my Sleeping Dogs installation up to 16 GB. So for others in this situation, try to avoid getting the JP version of the texture pack if you don't have the JP version of the game! Hope this helps!
